The SAFE Act Can Stop This
Senator Eloise Gomez Reyes has introduced SB 1032, the Staffing Agency Fair Employment Act, the first comprehensive registration and accountability framework for California's staffing industry.
The SAFE Act shifts California from reactive punishment after harm to proactive verification before harm. It aligns temporary staffing with how the state already regulates farm labor contractors, janitorial services, and garment manufacturers.
It doesn't ban staffing. It doesn't punish responsible operators. It simply requires that every agency prove it's legitimate before it places a single worker.
Mandatory Annual Registration
Every staffing agency must register with the Labor Commissioner before operating.
